More than open papers

UNESCO’s 2021 framework connects accessible, reusable scientific knowledge with collaboration and participation in knowledge production across natural sciences, social sciences and the humanities.

Publications, data, metadata, educational resources, software and hardware designs are distinct outputs. Papers explain findings; data record observations; code and environment descriptions help make analysis understandable and repeatable.

Infrastructure and participation

Repositories, archives, computing services and shared facilities support continued access. Persistent identifiers and interoperable standards help people and machines connect outputs, making maintenance and governance part of openness.

Citizen science and dialogue with other knowledge systems broaden participation. Such contributions still need suitable methods and curation, while collaboration with indigenous knowledge holders must respect their governance rights.

Transparency with justified protections

Access restrictions can be justified to protect privacy, participants, confidentiality, endangered species or indigenous knowledge. Some material may be shared with defined users under controlled conditions rather than published without limits.

Openness does not replace research integrity. Transparent methods, data and evaluation create opportunities for scrutiny; a label alone cannot establish that a conclusion is sound.
